Introduction
Hong Kong enjoys a wealth of outstanding locations, first-rate actors and technicians, and high-quality production services. Established in 1998, the Hong Kong Film Services Office (FSO) facilitates film production in Hong Kong and promotes Hong Kong as a choice for location filming. Their services to facilitate filming include liaising with other government departments and public bodies, assisting filmmakers in location scouting, liaison and applications for locations/permits and to give suggestions on locations in Hong Kong.

Permits/visas
Nationals of about 170 countries may enter Hong Kong visa- or permit-free for periods ranging from seven to 180 days. Visitors are not allowed to work in Hong Kong, whether paid or unpaid. Overseas film crews who are non-visa nationals visiting Hong Kong for a limited time within their visa- or permit-free period for the purposes of legitimate business activities such as location scouting, meetings, etc. may not require a visa or permit to enter Hong Kong. Whether an employment visa is required depends mainly on the nature of activities in Hong Kong. It is best to check with the Immigration Department (enquiry@immd.gov.hk) before coming to Hong Kong since each case is considered on an individual basis. In case an employment visa is required, members of a film crew should apply for individual visas, though they may submit the applications collectively.

Tax breaks/incentives
Hong Kong maintains a low, simple and predictable tax regime. Only income and profits derived from Hong Kong are subject to tax. Expatriate employees visiting the territories for less than 61 days in a year are not liable to salaries tax and there is no sales tax.
